A Resolution Supporting
AN IMMEDIATE MORATORIUM ON THE INSTALLATION OF RECYCLED TIRE MULCH AND CRUMB RUBBER ON PLAYGROUNDS AND ARTIFICIAL TURF FIELDS
WHEREAS, the public has a right to a healthful environment and to be free of the health and environmental hazards posed by the chemical exposures and other dangers from recycled tire mulch and crumb rubber; and
WHEREAS, the use of recycled tire mulch and crumb rubber on playgrounds and artificial turf fields, which has increased in popularity over the years, contains hazardous substances, including heavy metals such as zinc, cadmium, and lead; known carcinogens like butylated hydroxyanisole and VOCs, or volatile organic compounds, including naphthalene and benzene; and
WHEREAS, exposure could cause potential physical health effects including, heat-related illness, severe irritation of the respiratory system, severe irritation of the eyes, skin and mucous membranes, systemic effects on the liver and kidneys, neurotoxic responses, allergic reactions, cancers and developmental effects; and
WHEREAS, The United States Environmental Protection Agency has designated the matter as a state and local decision.
THEREFORE BE IT RESOLVED, that the _____________ party supports issuing a moratorium to prohibit the installation of recycled tire mulch and crumb rubber within the boundaries of a public school or public park, until more definitive data detailing the health and environmental impacts of various pathways of exposure can be examined.
