Minneapolis -- Today the Minnesota Pollution Control Agency denied the Clean Water Act Section 401 water quality permit for Enbridge’s Line 3 pipeline. Washington, D.C. -- The Environmental Protection Agency, today, sent a letter to California claiming California is not living up to its responsibilities under the Clean Water Act, citing homelessness as one of the main reasons.
