Dear Chairman Barve and Members of the Committee,
Clean Water Action supports SB229 to expand the footprint of on-farm compost facilities, and we appreciate the amendments that Senator Gallion and Delegate Shetty agreed to which strengthen the entire on-farm compost permit.
The legislation looks a little different than HB184 did when your committee heard it in early 2022. The Senate Amendments:

Get those reusable bags ready! On May 4th, plastic carryout bags will no longer be allowed in New Jersey and if you don’t already bring your own reusable bag to the store, now is the time to start! At that time, all stores will be prohibited from providing single-use plastic carryout bags. Smaller shops will still be able to offer paper carryout bags but all grocery stores larger than 2,500 square feet will be prohibited from providing paper carryout bags. No matter where you shop in the Garden State, you should be encouraged to start shifting to reusables!

Clean Water Action and the Reclaim Renewable Energy Coalition strongly support HB11, the Reclaim Renewable Energy Act, to ensure that Maryland’s public money for renewable energy is going toward truly renewable energy, not sources of energy that emit greenhouse gasses.
Boston, Time to Bring Your Own Bag
This past Tuesday, December 13, Boston City Council hosted a public hearing to address a proposed "bring your own bag" ordinance seeking to reduce waste from plastic bags. Unimaginable numbers of plastic bags are used daily, for an average of 12 minutes before they are discarded. Unfortunately, less than 5% of single-use plastic bags are in fact recycled. Many people do not know how to deal with plastic bags. Really the only option for consumers is a bin in the occasional grocery store. But, like I said, only 5% of these bags ever make it to a recycling center.
