This morning, the Baltimore City Council's Taxation, Finance, and Economic Development Committee held a hearing on Bill 18-0221 – Recordation and Transfer Taxes – Surtax – Dedicating Proceeds to Affordable Housing Trust Fund - more popularly known as the Fund the Trust Act. This bill would raise $13 million for the city's Affordable Housing Trust Fund per year by slighly increasing fees on property transfers above $1 million, making it possible for Baltimore to fill a gap in housing availability that the housing market cannot meet by creating deeply affordable housing in Baltimore.

Moving Baltimore toward cleaner air and zero waste
On September 21, the Maryland Department of the Environment held a public hearing to conclude a nearly two-year process to update air pollution regulations for municipal waste incinerators in Maryland: the BRESCO facility in Baltimore, and the Dickerson facility in Curtis Bay. While Dickerson's nitrogen oxides emissions are relatively low, BRESCO emits more nitrogen oxides per unit of energy generated than any of the state's coal plants - and has not reduced its emissions in the past decade, when the coal plants have either closed or significantly cut their emissions. Last week’s downtown sinkhole shows need for infrastructure investment
On Monday, July 4th, a sinkhole formed on West Mulberry Street in Baltimore City. Located between Greene and Paca Streets, this sinkhole will block traffic on Mulberry street for weeks and has already caused transportation officials to close a ramp off of U.S. Route 40 that led to downtown Baltimore. Not only is this sinkhole an inconvenience for traffic, but it is also unsafe. An inspector from the Department of Public Works (DPW) was injured as he examined the sinkhole when the ground collapsed under him, which widened the sinkhole.
Baltimore Oil Trains Week of Action
Wednesday, July 6th marked the third anniversary of the deadly oil train explosion in Lac-Mégantic, when 47 people lost their lives in the fires caused by train cars carrying crude oil derailing and breaching in the center of their town. In commemoration of this tragedy, over 60 communities across the continent put at risk by oil trains are holding vigils and protests this week to draw attention to the deadly risks of these shipments.
