Clean Water Action (CWA) and Clean Water Fund (CWF) are headquartered in Washington, D.C. and operate nationwide through a network of over 12 offices, boasting members and supporters across all 50 states. CWA is a grassroots environmental organization dedicated to protecting the environment, preserving public health, advocating for robust environmental legislation, and assisting communities in tackling local environmental issues. On the other hand, CWF is a national organization focused on research and education, actively promoting public interests concerning water, waste, and toxins. To uphold this commitment, the HR Manager diligently monitors our hiring, compensation, and performance tracking policies and practices, ensuring they align with this objective. They provide recommendations for necessary improvements, reporting directly to our Chief Financial and Administrative Officer. In addition, the HR Manager oversees a team of three individuals in our national HR department and provides training and support to hiring managers in our offices nationwide. The Human Resources Manager plays a crucial role in facilitating the smooth functioning of the HR department's day-to-day activities. They are responsible for overseeing the effective implementation of HR policies and procedures, ensuring that both organizations adhere to all employment laws and regulations. Additionally, they develop and execute programs aimed at ensuring equitable treatment for both current staff members and prospective applicants.
Responsibilities
- Hire, train and supervise HR staff.
- Regularly review current HR processes for improvements.
- Maintain records and compile statistical reports concerning personnel-related data. Analyze trends and metrics on employee engagement and satisfaction.
- Ensure compliance with federal and state labor laws, equal employment practices, anti-discrimination laws, and other applicable regulatory compliance.
- Answer employee questions concerning our HR policies and procedures.
- Assist management in resolving employee concerns and escalated employee issues and determining and implementing appropriate action if needed.
- Communicate and monitor our Equal Employment Opportunity and Affirmative Action policy.
- Participate in equity, diversity, and inclusion initiatives.
Talent Acquisition, Retention, and Succession Planning:
- Assist in the recruitment, interviews, and selection of job applicants.
- Assist hiring managers with designing job descriptions and disseminating information about job openings to ensure the organization receives a diverse array of applicants.
- Assist senior management with designing and implementing strategies for recruiting and retaining emerging leaders, particularly from under-represented communities to senior leadership positions.
- Ensure consistent new employee on-boarding.
- Identify employee training needs; design and implement internal training programs and/or identify appropriate outside training resources.
- Act as a trusted advisor to senior management on succession planning.
- Anticipate workforce issues and be proactive in developing plans to address them.
- Administer benefit programs to be competitive, equitable, and compliant with all laws and regulations.
- Bachelor’s degree in human resource management or equivalent professional training and experience.
- Minimum of five years’ experience as a Human Resource Manager with 10+ years in the human resource field.
- Experience managing employees and leading HR teams.
- Knowledge of multi-state federal and state labor laws, equal employment practices, and anti-discrimination laws (ex. FMLA, Maternity Leave, ADA, CFRA, FLSA, Workers Compensation).
- Exceptional listening skills and ability to advise and support employees of all levels in an organization.
- Cultural competence, commitment to racial justice and equity, and experience working with diverse communities and staff.
- Excellent written and oral communication skills with experience developing and implementing human resources policies.
- Experience with investigating employee harassment or discrimination complaints and facilitating conflict resolution.
- Hands-on experience in payroll processing and working with third party payroll service provider.
- Must be able to balance multiple priorities, work under pressure under time constraints and meet deadlines and objectives.
- Positive attitude and ability to remain flexible in an evolving environment.
- Proficiency with Excel, Word, Teams, Outlook, and other key Microsoft Office and web-based products.
- Experience in a unionized environment a plus.
